
About the network
Statutory
Based on the need to create and accomplish cultural, educational and financial targets and with the initiative of the town of Spetses (Greece) the cities, towns and regions: BAILEN (Spain), CORK (Ireland), DUBLIN (Ireland), TEWKESBURY (U.K.), HYDRA (Greece), SLAVKOV (Czech), SPETSES (Greece), created a Network of European cities and towns which program and organize enactments of historic events with the title: "European Historical Re-enactment Network".
ARTICLE 2 : OBJECTIVESThe targets of the Network meet and are in harmony with the objectives of the European Union. The initiatives that would be undertaken by the Network must contribute to : · The preservation and promotion of the historic, European heritage. · The promotion of the ideal of the European integration · The mutual understanding of the European cultures through the development of tourism and educational and cultural exchange.ARTICLE 3 : ACTIVITIESThe realization of the above mentioned objectives will be achieved by : · Publicity and information on the historic enactments and other events at the towns-members and regions by the means of information technology. · Educational exchanges among citizens of the Network reflecting the historic and cultural experience of the partners. · The production of printed, multimedia and other electronic material related to the activities of the Network. · The organization of conferences, workshops, symposiums etc. on the theme of European History which contribute to the ideal of the European integration.ARTICLE 4 : DURATIONThe Network was founded for indefinite time duration.ARTICLE 5 : LEGALIZATIONThe statutory will be submitted to the procedure of legalization in Greece.ARTICLE 6 : CENTREThe center of the Network will be the Municipality of SpetsesARTICLE 7 : OFFICIAL LANGUAGEThe official language of the Network will be EnglishARTICLE 8 : MEMBERSEvery European city, town or region where enactments of historic events take place or are programmed to do, have the right to request to become members of the Network. The new members ought to agree and accept all the articles of the present statutory as they were decided and modified by the above mentioned founding members. The new members can request their admission to the Network after having permission from their Councils. The applications must be directed to the center of the Network. The General Assembly will examine and validate the applications of the new members. After the ratification the new members have the right to participate at the Steering Committee. Every member is responsible for the undertaking and dispatch of the actions that are required for the accomplishment of the agreed program of actions and functions. The members of the present Network can participate in any other European program or relevant activities.ARTICLE 9 : WITHDRAWALEvery member can withdraw from the Network after having submitted written notification to the center of the Network. Every member which withdraws from the Network automatically looses every right on real estate, property, possession or capital that belongs to the Network.ARTICLE 10 : ORGANIZATION AND FUNCTIONSThe organization of the Network comprises the General Assembly, the Steering Committee and the Presiding board.ARTICLE 11 : GENERAL ASSEMBLYThe Network members meet in a General Assembly once a year in the annual symposium. The annual symposium takes place in every Municipality, periodically. In order to promote the targets of the Network the annual symposium must include an enactment or other historic and cultural events. There for the General Assembly cannot meet in a set date, but it will depend on the date of the enactment or the historic and cultural events of the host Municipality. The date of the General Assembly will be announced by the President at least five months before the event. In case the President delays in announcing the date the Steering Committee has the right to undertake the initiative and organize the General Assembly. The General Assembly convenes in case 75% of the Network members is present. Host of the annual symposium will be the Municipality chosen by the last General Assembly. The Assembly must agree for the member that will host the next annual symposium. The Municipality that hosts the annual symposium will take the Presidency of the General Assembly and the new President will chair that Assembly. In case of the President's absence the General Assembly will be chaired by an authorized, elected representative or the Mayor of the host Municipality. All the members of the Network are equal and have one (1) vote at the General Assembly through their authorized, elected representative. The decisions will be taken by the majority of the present members, however the aim is the decisions to be taken unanimously. The General Assembly will review the achievements and the progress of the Network, will discuss the activities which were carried out by the Steering Committee and the President and will decide about the action plan for the period until the next General Assembly. The General Assembly will consider and ratify the applications of the new members. Cases of the Network relevant with the modification of its' duration, the statutory, the dissolution etc can be decided only by the General Assembly. An extraordinary General Assembly can meet whenever, after judgment of the Steering Committee or after written application to the center of the Network, signed by at least 50% of the Network members.ARTICLE 12 : STEERING COMMITTEEThe Steering Committee is responsible for the functioning of the Network. The Steering Committee will be comprised by two (2) authorized representatives of each city, town or region, one elected member and one official. The Steering Committee will act under the general authority of the respective elected Councils and will be chaired by the President of the Network. The elected members of the Steering Committee can also be representatives of the cities, towns or regions at the General Assembly. The Steering Committee is responsible for the overall administration of the Network, including financial control. The Steering Committee will promote and pursue initiatives and actions to materialize the objectives of the Network and the decisions of the General Assembly. The Steering Committee can meet between the General Assemblies, if this is necessary. The decisions of the Steering Committee must be taken unanimously in a meeting where at least 50% of the elected representatives of the Network members are present.ARTICLE 13 : PRESIDENCYThe Network will have one President, his term will be between two annual symposiums (General Assemblies). The President will be supported and assisted by Vice-President and a Secretary. President will be the elected representative and Secretary will be the official representative of the Municipality that has hosted the last annual symposium. Vice-President will be the elected representative of the Municipality that will host the next annual symposium. The Vice-President will undertake the chair before the activities of the General Assembly in the annual symposium. The President will chair the Steering Committee and the General Assembly and will ensure the existence of an agreed program of activities, according to the statutory. The President will actively promote the overall aims and objectives of the Network. The President will encourage the inclusion of new members in order to enlarge the Network. The President will co-ordinate the sourcing of financial support from the European Union.ARTICLE 14 : ECONOMIC ADMINISTRATIONMembers of the Network will each be responsible for their own expenses related to participation, such as administration, journeys etc. The Steering Committee can accept any legal financing or donation for the fulfillment of the objectives of the Network. In case of securing European financing the Steering Committee will be responsible for its administration.ARTICLE 15 : CANCELLATIONThe General Assembly can decide the cancellation of the Network, during the annual symposium. The Network is cancelled by right if the number of the members is under three (3). In case of cancellation every right on real estate, property, possession or capitals that might belong to the Network at that time will be liquidated. The amount of the liquidation, after paying any expenses debts or costs, will be distributed in equal shares between the cities, towns or regions which are members of the Network in the year of the cancellation.
